Four States Fiber Internet, a subsidiary of Southwest Arkansas Electric Cooperative Corporation with headquarters in Texarkana, Arkansas, is seeking qualified applicants for the position of: GENERAL MANAGER in Texarkana, Arkansas. This position is responsible for the overall leadership, strategy and operational performance of Four States Fiber, including revenue growth, cost management, network operations, regulatory compliance and broadband expansion
KEY RESPONSIBILITIES:
Strategic Leadership & Growth
• Develop and execute the long-term strategic plan for broadband expansion.
• Evaluate and pursue new business opportunities including fiber-to-the-business, fiber-to-the-tower, and data center connectivity.
• Establish pricing strategies, service offerings, and revenue growth initiatives to maximize ARPU and subscriber growth.
Financial Management & Performance (Shared with CFO)
• Drive financial performance of the subsidiary through revenue growth, cost control, and operational efficiency.
• Develop and recommend budgets, forecasts, and financial plans in coordination with the CFO.
• Lead business case development, including ROI and IRR analysis, for capital projects and expansion initiatives.
• Monitor operational and financial KPIs and implement corrective actions to meet performance targets.
• Review and approve operational expenditures, invoices, and funding allocations in alignment with approved budgets and grant requirements.
• Collaborate with the CFO to ensure alignment between operational decisions and financial strategy.
• Provide input on rate design, pricing strategy, and capital planning.
Regulatory & Compliance Oversight
• Ensure full compliance with all federal, state, and local regulations, including FCC, USAC, BEAD, RDOF, ARPA/CPF, and other grant programs.
• Oversee all regulatory reporting, audits, and performance testing requirements.
• Serve as the primary liaison with regulatory agencies and government entities.
• Establish internal processes to maintain ongoing compliance and mitigate regulatory risk.
Operations & Network Management
• Oversee all fiber network operations, including construction, maintenance, service delivery, and outage response.
• Ensure network reliability, redundancy, and cybersecurity standards are maintained.
• Direct internal teams and contractors to ensure projects are completed safely, on time, and within budget.
• Develop and implement operational policies, procedures, and performance standards.
Contracts, Partnerships & Vendor Management
• Lead negotiation and execution of complex contracts, including IRUs, pole attachments, vendor agreements, and interconnection arrangements.
• Manage key relationships with partners such as DSN, vendors, contractors, and consultants.
• Ensure contractual compliance and alignment with financial and operational goals.
Marketing, Customer Experience & Growth
• Oversee marketing strategy, branding, and customer acquisition efforts.
• Monitor and improve customer experience, installation timelines, and service delivery processes.
• Analyze take rates and market penetration to identify opportunities for growth and improvement.
Leadership & Organizational Development
• Build, lead, and develop a high-performing team across all functional areas.
• Establish organizational structure, staffing plans, and performance metrics (KPIs).
• Conduct employee evaluations and foster a culture of accountability, safety, and continuous improvement.
• Collaborate closely with cooperative leadership to align subsidiary and parent company objectives.
Board & Executive Reporting
• Prepare and present monthly board reports and strategic updates.
• Provide regular performance, financial, and operational updates to the CEO.
• Support decision-making through data analysis, reporting, and recommendations.
EDUCATION AND TRAINING:
• Bachelor’s degree in business, finance, engineering, or related field preferred.
• Minimum of 3 years of progressive leadership experience, preferably in telecommunications, utilities, or infrastructure development.
• Demonstrated experience managing complex operations with significant financial responsibility.
• Experience with broadband technologies, fiber networks, or telecommunications strongly preferred.
KNOWLEDGE, SKILLS AND ABILITIES:
• Understanding of broadband regulatory environments and grant compliance.
• Proven ability to lead large-scale infrastructure projects and cross-functional teams.
• Excellent negotiation, communication, and stakeholder management skills.
• Ability to translate strategy into execution and measurable results.
• Strong analytical, problem-solving, and decision-making capabilities.
AUTHORITY & ACCOUNTABILITY:
This position operates with a high degree of autonomy and has broad authority to make operational and strategic decisions, subject to general policies and direction from the CEO.
Financial authority is exercised in coordination with the CFO in accordance with cooperative policies and internal controls.
WORKING CONDITIONS:
Primarily office-based with some travel, meetings, and industry engagement.
Availability required for emergencies, board meetings, and after-hours operations.
